Amin Vahdat, who runs Google's AI infrastructure, told Sonya Huang on Sequoia's Training Data on October 6 that a utility building lines and plants for Google could in principle lift other customers' rates because of how billing works, so Google pays for the transmission lines, upgrades and added utility stations it requires.
